How do I install packages on TeX Live on Linux?

Answer

If you get a "file was not found" error for a class file or package, it needs manually installed. Most class and package files are at ctan.org. You install packages differently depending on how TeX Live was installed.

If you use the TeX Live bundled with your OS, refer to the OS documentation.

If you installed TeX Live from the tug.org website, locate the directory that contains the tex and bibtex folders. Install the bst files in the bibtex/bst folder. All of the other files that are not documentation files or tex files are installed in the tex/latex folder. Usually, I create a folder for the package in these folders to be more organized. After copying the the files, run the texhash command to complete the install.

The installing packages webpage will give you possible directories. A demonstration videos about installing packages when you are using TeX Live on Ubuntu is on the webpage as well.
